Navigating Complex Challenges:
The Role of Horizons Canada

Since its establishment in 1998 by the Privy Council, Horizons Canada has been at the forefront of examining issues that transcend traditional institutional boundaries. As a forward-thinking policy think tank, it is dedicated to ‘sense-making’ and forecasting, providing a comprehensive understanding of complex, interconnected challenges. Horizons Canada excels in fostering stakeholder engagement and encouraging innovative thinking, utilizing causal mapping as a key component of its robust policy analysis framework.

Addressing the Critical Issue of Biodiversity Loss

One of the most pressing issues that Horizons Canada has examined is the loss of biodiversity. Ranked as the second most significant disruption likely to impact Canadian society, the organization forecasts that the crisis level biodiversity loss may seriously affect Canadians  within as little as the next seven years. This forecast underscores the urgency of the issue and highlights the need for proactive measures.

Although the report does not directly reference studies or data from the UN Intergovernmental Panel on Climate Change (IPCC) or the broader scientific community, the PBCM board recognizes the validity of this threat. We fully agree with  Horizons Canada in elevating the importance of biodiversity loss as a critical issue that demands immediate attention.

We note, also, that – although the Horizons Canada report does not address it – the prime driver of biodiversity loss in the world is animal agriculture. A recent article published by the World Economic Forum summarizes it well. “As agriculture is threatening wildlife, it’s replacing it with livestock.”

To counter this threat, both the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES)  and the United Nations Environmental Programme (UNEP) recommend that governments promote a transition to diets with fewer animal products and more plant-based foods. Quoting the UNEP, “Such a shift, coupled with the reduction of global food waste, would reduce demand and the pressure on the environment and land, benefit the health of populations around the world, and help reduce the risk of pandemics.”

 

A Framework for Effective Policy Analysis

Horizons Canada’s approach combines innovative thinking with causal mapping, creating a powerful framework for policy analysis. This methodology not only enhances understanding but also promotes the development of effective strategies to address complex issues. By engaging stakeholders from various sectors, Horizons Canada ensures a holistic view, capturing diverse perspectives and fostering collaborative solutions. It is, nevertheless, unfortunate that the perspectives presented are not quite as holistic as they should be in informing the government and the people.

As we move forward, the insights and strategies developed by Horizons Canada will be crucial in navigating the complex challenges that lie ahead. Combining their analyses with knowledge and data beyond the contents of their reports is essential for truly informed policy decisions.
